Since October 2008, laying an impermeable surface of more than five square metres between the front of a house and the highway requires planning permission unless the water drains to a permeable area within the property. Permeable surfacing, or drainage to a border or soakaway, remains permitted development. Crossovers and dropped kerbs need separate highway authority consent.
